COVID-19 Casualty: Tax Revenue Where from Here for Regional Municipalities?

June 11 @ 1:00 pm - 2:00 pm

The COVID-19 pandemic is anticipated to critically impact nearly $1 billion in tax revenues for southwestern Pennsylvania municipalities. Cities, boroughs and township – which provide the basic public services that citizens and businesses rely on daily – and will be facing financial crises as a result of the economic shutdown. To get a handle on this, the Center for Metropolitan Studies at the University of Pittsburgh formed the Municipal Finance Research Collaborative, with the Allegheny Conference public policy research affiliate – the Pennsylvania Economy League of Greater Pittsburgh – as a partner on an analysis that explores answers to these three questions:

  • What was the state of municipal government finances before the pandemic hit?
  • How much municipal revenue will be lost in 2020?
  • How many cities, townships, or boroughs will lack the resources to provide basic services and continue to operate in 2020 and 2021?
